The recent investigations and prosecutions of New York Attorney General Eliot Spitzer have shown that the largest financial institutions have operated much like criminal enterprises, from Citibank/Travellers and Merrill-Lynch on down....All this seems to be the result of repealing the Glass-Steagall Act.[2]

This problem was addressed by Glass-Steagall and functioned very well, keeping the banking system essentially sound for almost seventy years, until it was repealed under the Clinton Administration in conjunction with a Congress all too willing to sacrifice the interests of their voters to Big Money.[3]

It was enacted as an emergency response to the failure of nearly 5,000 banks during the Great Depression.[4]

However, the two events which laid the foundation for the “dot.com” crisis was the rule-change which allowed the nations pension funds to own equities and the repeal of Glass-Steagall which unleashed Wall Street upon a nation of unsuspecting investors.[5]
banks do not sit on mountains of corporate and mortgage paper as they did in 2007. It is pension funds, insurance companies and via ETFs, mom and pop - who bought the avalanche of US corporate bonds issued since the last great financial crisis.[6]
  • "The removal of Glass-Steagall has resulted in a large shift of capital from those that consume and innovate to the financial intermediaries or the economic bookies."[7]
