The new versions of Ubuntu 12.x come preinstalled with Urdu keyboard layouts and "nafees web naskh" font. You can install Nastaleeq fonts. The Urdu language support can be enabled by clicking on the SYSTEM SETTINGS and from LANGUAGE SUPPORT, click INSTALL / REMOVE Languages and then ticking on Urdu and click APPPLY CHANGES.
